Asia Community Service (ACS) was established in Penang in 1996 with the vision of empowering young children and adults with disabilities and their families to achieve an inclusive and meaningful role within the community.

​Based on their shared vision and objectives, BOLD and ACS became partners in 2009 to serve children with different kinds of special needs from birth to adulthood. While sharing resources and ideas to improve the joint programs, each organization continues to maintain its own identity and continues to run some separate programs.
